Himachal Pradesh is a hill state in Northern India. It is bordered by the Indian states of Jammu and Kashmir on the north, Punjab on the west and south-west, Haryana and Uttar Pradesh on the south, Uttarakhand on the south-east and by Tibet on the east.

'Him' means 'snow' and 'anchal' means 'lap'. It was named by a great Sanskrit scholar of Himachal, Acharya Diwakar Datt Sharma. So himachal means region of snowy mountains. It is also known as Deva Bhumi (the land of the Gods). From 1950 to 1971 Himachal remained a union territory and in 1971 it was declared as the 18th state of Indian Union.

Himachal is rich in natural resources and has a small population to support compared to other states in India. Main sources of income are fruits, processed food and tourism. There is abundance of perennial rivers and state sells hydro electricity to other neigbhouring states.

Public library system in the state is placed under the Education Department with the Director of Education as Head of the Department. The system includes one Central State Library at Solan, one State Library at state capital Shimla, and libraries in its districts headquarters. In all there are 12 librararies at district level state and central state library.

The distinct feature of HPPLS is that apart from the state and district libraries the system also includes school libraries in the state. The senior secondary school libraries in each district also acts as public library. So network of public libraries in the state is much more vast and complicated than it appears from outside. These school libraries offer membership and services to the general public at par with district libraries in the remote areas.
